In the summer of 2010, against the backdrop of a quaint Regency-era office overlooking London’s Russell Square, a company called DeepMind was born. Co-founded by three friends, including myself, Demis Hassabis and Shane Legg, our audacious goal was to replicate the defining feature of humanity – intelligence.
Our mission was to create an artificial intelligence system that could not only imitate but eventually surpass human cognitive abilities. From vision and speech to planning and imagination, and ultimately empathy and creativity, we aimed to push the boundaries of what AI could achieve. We knew that achieving this would rely on the power of supercomputers and the vast troves of data available on the web. We also understood that even small strides toward this goal would have profound societal consequences.
Back then, this vision felt daring and almost unattainable. However, AI has been on a relentless ascent, and it’s poised to reach human-level performance across a broad spectrum of tasks within the next three years. If I’m even remotely correct, the implications are staggering.
Progress in one area of AI often catalyzes advancements in others, creating a chain reaction that spirals beyond our immediate control. It was evident that replicating human intelligence would usher in an era of unparalleled opportunities and risks. Now, alongside synthetic biology, robotics, and quantum computing, the rise of highly capable AI is becoming inevitable.
As someone deeply involved in creating these technologies, I firmly believe they can bring about tremendous benefits. But there’s a catch. We must prioritize what I call “containment” – a comprehensive framework that encompasses technical, social, and legal mechanisms to control and constrain AI. Without containment, all discussions about AI’s ethical challenges and potential benefits become moot.

Containing AI is not an easy feat, especially considering the powerful incentives driving its development. Nonetheless, it’s imperative. The linchpin to containment lies in effective regulation, both on a national and supranational scale. This regulation should strike a balance between fostering progress and imposing safety measures, covering tech giants, militaries, university research groups, and startups. Think of it as the regulatory framework that has successfully governed cars, planes, and medicines.
But here’s the kicker: regulation, while essential, has its limitations. Novel threats arising from rapidly evolving technologies are notoriously challenging for governments to navigate. Regulation tends to focus on known risks, leaving room for unforeseen dangers. Moreover, as nations grapple with the dual desires of staying at the technological forefront and safeguarding against technology’s disruptive influence, they’re caught in a bind. It’s a tightrope walk of balancing national pride, security, and the need for regulation.
China stands out as a regulatory leader, with stringent AI ethics guidelines and active restrictions in various domains. Yet, it simultaneously exploits technology’s potential for authoritarian control. In essence, China has dual tracks for AI – a regulated civilian path and a freewheeling military-industrial one.
Regulation alone can’t quell the tide of technological advancement. It doesn’t deter determined bad actors, prevent accidents, anticipate all challenges, or provide viable alternatives to the financial rewards offered by AI. Most crucially, it doesn’t address the complex matter of international coordination. The desire to rein in technology and to harness its potential are often at odds.
Containing AI isn’t a task any government or group of governments can tackle in isolation. It necessitates innovative partnerships between the public and private sectors, along with entirely new incentives for all parties involved. While regulation is just the starting point, it hints at a future where containment might be achievable.
So, where do we go from here? How do we move beyond regulation? Is it possible to prevent mass proliferation while harnessing the benefits of AI? Can we stop bad actors from acquiring dangerous technology? As autonomy increases, can anyone truly maintain meaningful control at a macro level? These questions lie at the heart of containment, a concept that balances the power and risks of the AI wave. It envisions a world where we shape and guide technology rather than succumbing to its unpredictable impacts.
Containment isn’t a magic box but rather a system of guardrails that keep humanity in control when a technology poses more harm than good. These guardrails operate at various levels, adapting to the nature of the technology and steering it in manageable directions. The journey towards containment is complex, but it’s one that we must embark upon together to ensure a future where AI benefits all of humanity.
